The Duchess of Cambridge attended the Fostering Excellence Awards today, which are held annually to recognize and celebrate the outstanding achievement of those involved in supporting foster care in the UK. Wearing a saturated cobalt blue dress by by Indian designer Saloni (perhaps a prelude to the Royal Family’s spring tour of India?), Kate was the personification of understated elegance. The dress silhouette was influenced by 1960s cinema, with its nipped-in, retro-fitted waist, cropped sleeves, and full skirt. The Duchess also emphasized the shape with her Alexander McQueen belt, finishing off the look with a black Mulberry clutch, Catherine Zoraida gold fern hoop earrings, and brand new Gianvito Rossi pointed suede pumps (Choo, who?).

Earlier in the day, Kate and Prince William extended their sympathies to the victims killed in the brutal shootings in Paris on Friday, attending a signing of the Book of Condolences at the French Embassy in London.
